About Reaching 100%
Reaching 100% (R100) is a £600+ million Scottish Government programme that has been bringing faster broadband to thousands of homes and businesses across Scotland.
It is one of the most ambitious infrastructure programmes in Europe, connecting around 113,000 properties in North, South and Central Scotland. It is made up of 3 strands:
- R100 contracts being delivered by Openreach
- planned commercial investment by a variety of broadband providers
- the R100 Scottish Broadband Voucher Scheme (SBVS) which offers a subsidy of up to £5,000 for premises not covered by R100 contracts or commercial build
Almost all of the R100 contract build will be Fibre to the Premises (FTTP) which is capable of delivering download speeds 30 times faster than the Scottish Government's original commitment of 30 Megabits per second. R100 contract build is expected to be completed in 2028.

Progress so far
The R100 programme has already made a huge amount of progress. Sixteen subsea cables were laid in 2022. These will deliver faster broadband to 15 Scottish islands. Thousands of properties with some of the most challenging terrain in Europe have also been connected. In March 2025:
- over 78,000 premises had been connected as a result of R100, including R100 contracts, R100 SBVS, and additional premises which were not in the contracts but have been connected as a result of R100 contract build
- build had been completed for more than 23,000 homes and businesses in the R100 North contract area
- over 5,000 connections had been delivered through R100 SBVS across Scotland
- over 4,500 connections had been delivered on 38 Scottish islands, including both R100 contracts and R100 SBVS
- R100 activity had taken place in all 32 Scottish local authorities

Commercial coverage
Alongside delivery of the R100 contracts and SBVS, monitoring the roll-out of commercial broadband build is a key part of the R100 programme. A variety of technical solutions can be provided by commercial operators and SBVS registered suppliers.
As outlined in Ofcom’s December 2023 report Connected Nations, Low Earth Orbit (LEO) satellite services provide 'nationwide broadband coverage, including in harder-to-reach areas'. This ensures that everyone in Scotland, regardless of where they live, can access as a minimum a superfast broadband connection.
R100 funding
The R100 programme is funded primarily by the Scottish Government (£591m), with investment from the UK Government (£52m), and BT (£53m) who appointed Openreach to deliver the network. These figures are rounded to the nearest million.
